non-renewal of these licences will not therefore arise.

As to the question of compensation for the remaining houses mentioned in my letter under reference I am directed to add that the Board has also reconsidered, by the light of further information, the opinion expressed in the 2nd. para- -graph of my letter and now sugests that in lieu of granting the existing licensees, who are still holding licences on the 30th. November, 1915, money compensation to the amount of one year's profits, which the Board estimates at 83,000 as a maximum, they might be compensated by granting them one half of the amount they

claimed. When the notice of the 8th. October last to the four

houses mentioned in the 1st. paragraph of this letter has been withdrawn there will remain only six houses to be dealt with as

the German Tavern has ceased to oxist. The attached statement

shows that under the system now suggested the total amount of

compensation would be $22,075 instead of $18,000 under the one

year's profit system.

On the question of granting compensation to the

owners of licensed premises Ir. Shelton Hooper, in order to em-

-phasize his opinion contained in paragraph 3 of my letter, minut-

-ed "Take the case of the Praya East Hotel, if the licence is taken away the omer of the property loses S1, 206 a year. Is he not entitled to some compensation", and lir. Hough now endorses this

opinion. The other members of the Board Mr. Osborne was absent.-

were unable to support ir. Shelton Hooper's view.

The enclosed memo. by Mr. Lesser on compensa-

-tion was considered by the Board.
